I am writing my personal statement/letter of intent for grad school, and I refer to using computer programs — Microsoft Publisher and The Print Shop. Do I need to italicize or put them in quotes? Any help would be greatly appreciated — thanks in advance!!

No, you need not italicize or quote the names of computer applications. Just capitalize, as you have.
However, only mention software applications if you designed them, or if your graduate work will specifically involve these programs (as in Graphic Design). In other words, if you are applying to grad programs in an academic subject (Bio, History, etc.), there is no need to mention your ability to use software. It is assumed.
    Best wishes to you.
