You can buy refill vouchers online at http://www.torasap.com. You can get AIS or DTAC. I have bought from them before – you pay with Paypal and you get delivery right away.

There’s likely going to be problems using top up cards from outside the country due to country calling prefixes etc. But you may be able to find top-up cards on eBay or similar. I’ve never seen third party top-up sites for Thai phone co’s, but they may exist. There seems to be a lot of solutions for Filipino’s to top up their phones while abroad, but there are a lot more of them working abroad too.
You can top up any Thai mobile account (from anywhere) using Thai bank’s online banking services. It’s available for SCB and probably others. So if you or a friend has a Thai bank account, with online banking set up…

There are 3 companies offering mobile services in Thailand.
DTAC, THAI GSM AIS and TRUE. Unfortunately none of the companies is offering top up cards on line.
However if you have a top up card, you can charge on DTAC site. I have been doing it for the last 1 year. I get enough supply of top up cards from Thailand whenever I go there.

If you know someone in Thailand that uses 1 2 Call, they can transfer credit to your phone by calling the Transfer line at *140. You can only transfer 100 Baht per transaction, but you can do it multiple times and it only costs 3 Baht per transfer. Otherwise, try eBay.

I think you forgot some thing. What company do you have your sim card with? DTAC, True, AIS???? Look at their website. Also how are you going to top up since your out of the country?
added: I know I top up my wife’s phone at DTAC without her being there, so if you have a friend here in Thailand have them top up your phone for you.
